Position Summary

The Network Architect is responsible for designing, assessing, documenting, and supporting secure, scalable, resilient, and high-performing enterprise network environments. The individual translates business, operational, security, and technical requirements into network architectures and technical solutions supporting current operations and future modernization initiatives.

The Network Architect will work collaboratively with enterprise architects, solution architects, cybersecurity professionals, cloud engineers, systems administrators, application teams, and program leadership. Experience supporting the Transportation Security Administration (TSA), Department of Homeland Security (DHS), or comparable federal environments is highly preferred.

Minimum Experience: 5+ years of relevant network engineering, network architecture, infrastructure architecture, or related experience.

Key Responsibilities

• Develop current-state and target-state network architectures, designs, diagrams, standards, and technical documentation.

• Assess existing network infrastructure and identify performance, capacity, resiliency, security, interoperability, and modernization requirements.

• Translate business, mission, security, and technical requirements into logical and physical network architecture designs.

• Design and document LAN, WAN, WLAN, VPN, remote-access, internet connectivity, and hybrid/cloud network solutions.

• Develop network architecture artifacts, including topology diagrams, data-flow diagrams, interface specifications, architecture views, standards, and design documentation.

• Support network segmentation, routing, switching, load balancing, firewalls, DNS, DHCP, IP addressing, and related infrastructure services.

• Evaluate network technologies and recommend solutions based on security, performance, scalability, interoperability, cost, maintainability, and lifecycle considerations.

• Support cloud and hybrid-cloud connectivity and integration between on-premises and cloud environments.

• Incorporate cybersecurity requirements, Zero Trust principles, access controls, encryption, network segmentation, and applicable federal security requirements into architecture designs.

• Participate in architecture reviews, engineering reviews, technical design reviews, requirements sessions, and governance activities.

• Identify architecture dependencies, risks, constraints, assumptions, interfaces, and integration requirements.

• Collaborate with engineering, implementation, operations, cybersecurity, and enterprise architecture teams to ensure architectures are implementable and operationally supportable.

• Develop technology roadmaps and recommendations for network modernization, lifecycle management, technical debt reduction, and future-state capabilities.

• Support development of technical requirements, acquisition documentation, Statements of Work, technical evaluations, and vendor assessments when required.

• Develop and maintain architecture documentation in accordance with applicable TSA/DHS enterprise architecture, cybersecurity, and technology governance processes and standards when supporting TSA programs.

Required Qualifications

• Minimum 5 years of progressively responsible experience in network engineering, network design, network architecture, infrastructure engineering, or a related technical discipline.

• Demonstrated experience designing or supporting enterprise-scale network infrastructure.

• Strong knowledge of TCP/IP, IPv4/IPv6, DNS, DHCP, VLANs, VPNs, routing, switching, firewalls, network segmentation, and related network technologies.

• Experience developing network architecture diagrams and technical documentation using Microsoft Visio, Lucidchart, or comparable tools.

• Understanding of network security and secure network architecture principles.

• Experience translating technical and operational requirements into network designs.

• Understanding of high availability, redundancy, disaster recovery, scalability, capacity, and network performance considerations.

• Familiarity with cloud networking and hybrid network architectures.

• Ability to communicate complex technical concepts to technical and nontechnical stakeholders.

• Strong analytical, problem-solving, documentation, and collaboration skills.

TSA/DHS Experience — Highly Preferred

Candidates with prior TSA or DHS experience should receive additional consideration, particularly experience involving:

• TSA or DHS enterprise architecture, infrastructure architecture, network engineering, or technology modernization.

• Supporting TSA headquarters, data center, field, airport, or other mission-supporting technology environments.

• Working within federal enterprise architecture and technology governance processes.

• DHS/TSA cybersecurity, information assurance, Zero Trust, or security architecture requirements.

• Federal network modernization, cloud migration, infrastructure transformation, or technology lifecycle initiatives.

• Developing architecture artifacts, technical standards, engineering documentation, or architecture recommendations for TSA/DHS stakeholders.

• Working within TSA/DHS technical review, configuration management, change management, or governance processes.

• Coordination across federal employees, contractors, engineering teams, cybersecurity organizations, and technology vendors.

• Familiarity with TSA credentialing/PIV and suitability processes is beneficial for candidates who will require access to TSA facilities or systems.

Preferred Technical Qualifications

Experience with technologies or environments involving Cisco, Palo Alto Networks, Fortinet, Juniper, SD-WAN, software-defined networking, AWS, Microsoft Azure, network automation, cloud connectivity, and Zero Trust Architecture is preferred.

Relevant certifications such as Cisco CCNA/CCNP, CompTIA Network+, CompTIA Security+, AWS, Microsoft Azure, or equivalent are preferred unless specific certifications are required by the applicable contract.

Education

Bachelor’s degree in Computer Science, Information Technology, Engineering, Information Systems, Cybersecurity, or a related discipline preferred. Relevant professional experience and certifications may be considered in lieu of degree requirements where permitted by the applicable contract.

Position Summary

ITMC Solutions LLC seeks an Application Architect to support the Transportation Security Administration MMD enterprise architecture effort. The architect will assess the application portfolio, develop current and target architecture, define application integration approaches, and recommend modernization priorities aligned with mission needs. The position requires at least five years of relevant experience and prior experience supporting TSA or another Department of Homeland Security component.

The architect will work under the assigned CLIN leader and collaborate with mission stakeholders, system owners, developers, and enterprise, data, technology, infrastructure, and cybersecurity architects. The role emphasizes architecture analysis, documentation, governance, and practical recommendations that support implementation decisions.

Key Responsibilities

·         Develop and maintain current and target application architecture, including application functions, dependencies, interfaces, data exchanges, hosting relationships, and alignment to mission capabilities.

·         Assess application inventories for completeness and accuracy. Document system ownership, lifecycle status, business criticality, duplication, technical debt, and modernization needs with supporting evidence.

·         Translate business and technical requirements into architecture designs, constraints, and acceptance criteria. Maintain traceability from mission needs to proposed solutions and architecture products.

·         Design and evaluate integration approaches, including APIs, services, event exchanges, and interfaces with authoritative data sources. Document interface specifications, dependencies, and interoperability requirements.

·         Assess modernization and rationalization options such as application consolidation, retirement, cloud migration, and commercial or low-code solutions. Explain tradeoffs, costs, risks, and implementation dependencies.

·         Collaborate with security and infrastructure specialists to address access controls, resilience, availability, performance, scalability, privacy, and operational support requirements in application designs.

·         Prepare architecture review packages, decision records, standards recommendations, and transition roadmaps. Identify deviations and present recommendations for government review and approval.

·         Maintain application models and records in approved architecture repositories. Reconcile information across architecture tools, ServiceNow, and other approved systems in coordination with designated owners.

·         Participate in Agile planning, backlog refinement, working sessions, and demonstrations. Provide estimates, track assigned work, communicate dependencies, and escalate issues to the CLIN leader.

Required Qualifications

·         Minimum of five years of progressively responsible experience in application architecture, solution architecture, or enterprise application design. Experience must include developing and reviewing architecture products, rather than solely application development or operations.

·         Prior experience supporting TSA or another DHS component in an application architecture, solution architecture, enterprise architecture, or closely related technical role. Candidates must describe the component supported, their responsibilities, and relevant results. TSA experience is strongly preferred.

·         Demonstrated experience documenting current and target architecture, application dependencies, integration designs, and modernization roadmaps for complex environments.

·         Working knowledge of APIs, service-oriented and distributed architectures, relational databases, cloud application patterns, and commercial application integration.

·         Experience translating stakeholder needs into business and technical requirements and maintaining traceability to architecture decisions and solution designs.

·         Ability to produce clear diagrams, technical documentation, options analyses, and executive briefings; facilitate stakeholder discussions; and coordinate across architecture disciplines.

·         Experience working within federal IT governance, architecture review, and system lifecycle processes, including collaboration with cybersecurity personnel on security requirements.

·         Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related field, or an equivalent combination of relevant education and experience, subject to contract labor category requirements.

·         Ability to satisfy applicable TSA or DHS suitability, background investigation, credentialing, and system access requirements for the position.

Preferred Qualifications

·         Direct TSA enterprise architecture or application portfolio experience, with familiarity with transportation security mission systems and stakeholders.

·         Experience with ServiceNow CMDB and application portfolio capabilities, Ins-Pi architecture tooling, or comparable enterprise architecture repositories.

·         Experience with application rationalization, authoritative data source alignment, cloud modernization, and technical debt assessment.

·         Familiarity with UML, ArchiMate, TOGAF, or comparable modeling methods; relevant architecture, cloud, or Agile certifications.

Application inventory and dependency maps; current and target architecture models; interface and integration documentation; application assessments and rationalization recommendations; modernization roadmaps; architecture review packages and decision records; repository updates; and status reports identifying progress, risks, and dependencies. Deliverable scope and frequency will follow approved assignments and contract requirements.

Measures of Success

Architecture products are accurate, traceable, usable, and delivered on agreed dates. Recommendations address mission needs and document tradeoffs. Application records remain consistent with validated source information, and risks and dependencies are raised early enough to support decisions.
